The Toyota Harrier uses a foot brake for its parking brake, and it’s located beside the brake pedal. Follow these steps:

Using your left leg, release the foot brake by stepping on the small lever beside the brake pedal.

The foot brake should spring back up when it is fully released.
Do remember to engage the foot brake by stepping down on it when you park your car.
